Rental Assistance
The Housing Choice Voucher (HCV) Program is a rent subsidy program funded by the Department of Housing and Urban Development (HUD). The program enables very low-income families to obtain standard housing. To be eligible, an applicant individual or family must be very low-income (below 50% of area median). Families/individuals are expected to contribute 30% of adjusted monthly income toward rent and utility expenses; the balance, subject up to established ceilings, is subsidized. Each unit is inspected to ensure that the unit meets minimum housing quality standards before a lease and Housing Assistance Payment contract are signed. Each year the assisted families are re-evaluated to determine whether their incomes still permit them to qualify for assistance under the program and to adjust the family's portion of the rent. Units are also reinspected annually to ensure compliance with HUD's Housing Quality Standards. We are currently funded to assist approximately 600 families in Henderson and Transylvania Counties .

The
Family Self-Sufficiency Program (FSS)
The Family Self-Sufficiency Program (FSS) enables families in the HCV program to progress, with case management, from dependency to independence of Governmental assistance while escrowing money which can ultimately be used as a down-payment for homeownership. We have 41 slots available.
HCV Homeownership Program
The HCV Homeownership Program allows eligible families to use their Housing Choice Vouchers to assist with mortgage payments for the purchase of a home.
Weatherization
The Weatherization Program is designed to help low income families, the elderly, and disabled individuals. This program helps stop air infiltration in a home, making it warmer in the winter and more comfortable in the summer. The major goal of the program is to save energy and money. To reduce air infiltration and heat loss, some of the methods used to weatherize a home may include the following: glass replacement, caulking, weather stripping, attic and floor insulation, window repair or replacement, door repair or replacement, water heater blankets, and water pipe and heat duct insulation. This service is available to low income homeowners at no cost and qualifying affordable rental landlords for a minimal fee.
About The Staff
This department includes: Housing Director, Housing Specialists I & II, FSS Coordinator and Housing Inspector and serves Transylvania and Henderson County . The Weatherization Program is also a division of the Housing Department and includes a Weatherization Supervisor and Crew Member.
