Community Services Block Grant
Henderson and Transylvania Counties

SELF SUFFICIENCY

The primary function of this basic program supports individuals and families on their path from crisis to stability by identifying barriers to meeting basic needs reliably---finding employment, affordable rental housing, child care, maintaining a budget, health care, and discovering the road to increasing household income. Free financial workshops offered open to the public. There is often supplemental assistance with uniforms, transportation, budget counseling, emergency fuel, food, rent or utility payments. Referrals to other sources also assist in achieving participant-defined goals, questions or issues. This program is funded by the Community Services Block Grant administered by the N.C. Office of Economic Opportunity .

 

FAMILY SELF-SUFFICIENCY (FSS)
The Family Self-Sufficiency Coordinator assists families to achieve major goals and dreams such as homeownership, skill certification, college education, or business ownership. Special savings options are available such as Section 8 escrow or Individual Development Accounts (SavingsPlus) or NCSaves plus access to community resources for matching dollars, scholarships, loans and subsidies. Free financial workshops offered are open to the public. US Department of Housing and Urban Development, Community Services Block Grant, Asset For Independence, First Citizens Bank, and RBC Centura Bank provide funding for this program.

 

ENERGY CONSERVATION AND EMERGENCY RELIEF
Operation Fan/Heat Relief (begins June 1 annually) is available for persons over 60 years of age for heat relief in hot summer months. WCCA's Weatherization Program is promoted through this program. This program is made possible through funding from Duke Energy and Carolina Power and Light.

Plastic for Windows (November 1-March 1) is provided for program participants to assist with cold air infiltration and energy conservation. Community agencies may refer their participants. The plastic is provided by Agfa Corporation.

GARDENS PROGRAM
Low-income families and individuals are provided seeds, plants and fertilizer for a garden thus enabling them to stretch their food dollars. Canning and freezing food produced through this program becomes a year round source. Funding is provided by the Henderson County Hunger Coalition.

 

NUTRITIONAL SUPPLEMENT PROGRAM
Liquid nutritional products are available on a sliding scale fee for low-income persons with compromised nutrition due to health problems. Subsidies are available for persons over 60 whose physicians certify their qualifying health condition. A limited number of subsidies are available for those under 60. Funding is provided by Home and Community Care Block Grant , U.S. Department of Agriculture, Henderson County Hunger Coalition and local donations.

 

DISCRETIONARY FUND
These funds are used to purchase items not available through other programs to assist program participants in overcoming barriers to employment, education or training, etc . Funds for this program come from individual donations and local church support.

ABOUT THIS DEPARTMENT

There are currently three employees in this department: Program Director, Intake Case Worker, and Self-Sufficiency Specialist. Intake applications are taken in this department for Section 8 Housing and Weatherization, as well as for Community Service Programs.
